Welcome to the 2023 Devy Week 4 Stock Up-Stock Down. This article each week will go with my Devy Rankings which are updated every week.
This week in College Football was filled with some explosive plays and high scores as multiple matchups were ranked opponents facing off against one another.
Soon this post will contain some players that will have their stock dropping. I'm not ready to do that quite yet as it is still early enough in the season for me to let things start to settle.
Let's get to our Devy Stock Up-Stock Down for the week.

Blake Corum, RB, Michigan Wolverines, SR
Blake Corum has a nose for the end zone this season as he leads the nation with eight rushing touchdowns. He has at least two touchdowns in all but one game this season.
Coming off a 1,400 yards, 18 touchdown season Corum could have easily turned pro. He chose to return to the Wolverines and bolster his college resume. He lacks productivity in the passing game but he is clearly the workhorse back for Michigan.
#Oregon WR Troy Franklin continues to be a vertical threat for Bo Nix and the Ducks offense, having a reception of 30 yards or more in each of his first 4 games.
Don't forget about him in an already loaded 2024 WR class. pic.twitter.com/2hoIVLBUdN

Troy Franklin, WR, Oregon Ducks, JR
Troy Franklin has started the season hot but had a bit of of a coming out party against Colorado on Saturday. He was target often by Bo Nix, catching eight passes for 126 yards and two touchdowns.
What is most impressive about the start Franklin is having is he is doing it as a vertical threat. He has a reception of at least 30 yards or more in four straight games, averaging 16.7 yards per catch. Franklin is climbing the draft boards in what is already a loaded WR class.

Andrel Anthony, WR, Oklahoma Sooners, JR
Andrel Anthony is enjoying his time at his new home in Oklahoma after transferring from Michigan this offseason.
Anthony struggled to find his footing with the Wolverines but has been clicking with his new quarterback Dillion Gabriel as of late. He has back-to-back 100-yard games to bring his season total to 371 on 21 receptions. It seems like Anthony has found his footing in the offense so his numbers should continue to climb.

Riley Leonard, QB, Duke Blue Devils, JR
The duel threat QB out of Duke, Riley Leonard is the QB that no one is currently paying attention to but scouts most certainly are.
Leonard has Duke off to a perfect 4-0 start and ranked 16th in the country. He has yet to turn the ball over, has only taken one sack and is dynamic with both his arm and his legs. He has 778 yards passing, 238 yards rushing and six total touchdowns. He is one to keep an eye on.
