Your regularly scheduled writer (the venerable Garrett Ball) for the 2023 Fantasy Football Week 3 QB/TE Streamers article is away on a well-deserved long weekend. But fear not: he didn't leave you totally hanging. He submitted his streamer picks of the week for both positions, and they're juicy.
I'm stepping in to round out the article with the same: I've got a streaming pick of the week for you at each position. I don't think this is a particularly injury-riddled week for quarterbacks or tight ends, so think of these as DFS plays, or potential season-long dart throws.

Quarterbacks
Baker Mayfield vs PHI - 12.7% rostered

It’s kind of ugly, but Baker Mayfield is a worthy streamer this week. The Philadelphia defensive secondary is banged up, allowing the most fantasy points to quarterbacks through two games this season. Maybe the defensive front will be his demise, but Mayfield has looked good so far through two games.
I wasn’t on board with him before the season, but he’s looking more and more like the guy who took the league by storm during his rookie year. - Garrett Ball

This has a lot to do with the fact that Stroud and the Texans are nine-point underdogs against the Jaguars on Sunday. Stroud's going to be throwing, and he's already shown fantastic rapport with breakout star Nico Collins.
Despite his issues fumbling, Stroud still hasn't thrown an interception, and he racked up 384 yards last week in the shootout against the Colts. He's cleared 40 passing attempts in both his games so far (44; 47), and I expect him to do so again against the Jaguars this week.
I'm not worried about the shoulder injury that's kept him limited at practice the last two weeks. If he scored 21.86 points last week with it, I've got confidence he's got a good shot at another 20-point performance in him this Sunday.
Tight Ends

Seattle hasn’t been the tight-end matchup to target like it used to be, but it’s not a bad matchup either. Hurst took a backseat to Adam Thielen in Week 2, but could be in for a bounce back in Week 3. Carolina will likely find themselves in a negative game script once again, giving Hurst more chances to make a splash. - Garrett Ball

Musgrave has a tough matchup against New Orleans in Week 3…
But he is the clear lead TE for Green Bay.

I know, I know: New Orleans is currently best in the league at shutting down tight ends from a Fantasy perspective. You and I could decently defend the tight ends from Tennessee (I'm not yet a Chig believer) and Carolina, the Saints' first two opponents.
That's not to totally take away from the Saints' coverage linebackers. And, anyway, this streaming option has more to do with Musgraves's growing role in this Jordan-Love-led offense. He ranks fourth overall in TE air yards, just above Kyle Pitts, with 96. Love has shown us that he can get the ball to his team of pass-catchers. Musgrave is going to get his.
It's only a matter of time until his two-TD game is going to happen. Why not this week?
